Legal information, not individual legal advice

Housing rights can depend on notices, deadlines, local court procedure, housing program rules, tenancy status, and facts that are not captured in a general article. Urgent court, lockout, subsidy, or eviction matters should be reviewed promptly by qualified local counsel or legal aid.

Identify the housing program

The correct complaint path depends on whether the household uses a Housing Choice Voucher, lives in public housing, lives in HUD-assisted multifamily housing, or participates in another federal program.

Public housing and vouchers

HUD directs tenants with housing choice voucher or public-housing issues to their local public housing agency or HUD’s PIH Information Resource Center.

HUD-assisted multifamily properties

HUD maintains a Multifamily Housing Complaint Line for management or landlord issues in HUD-assisted apartment complexes.

Preserve program notices

  • Recertification notices.
  • Termination notices.
  • Inspection results.
  • Reasonable-accommodation requests.
  • Rent calculations.
  • Housing authority correspondence.
