NYC Rent Freeze Now in Effect for Rent-Stabilized Renewals
For covered rent-stabilized apartment and loft renewal leases beginning October 1, 2026 through September 30, 2027, the NYC Rent Guidelines Board set the guideline increase at 0% for both one-year and two-year renewals.

What changed on October 1, 2026
The New York City Rent Guidelines Board adopted Apartment and Loft Order #58 for leases beginning October 1, 2026 through September 30, 2027. NYC311 and the City’s rent increase guide state that the guideline increase is 0% for a one-year renewal and 0% for a two-year renewal during this period.
Who this applies to
The guideline applies to covered rent-stabilized apartment and loft renewal leases in New York City with a lease commencement date in the October 1, 2026 through September 30, 2027 guideline period. It is not a freeze on every private-market apartment, and it is separate from the SCRIE/DRIE Rent Freeze Program for qualifying seniors and tenants with disabilities.
What tenants should check
- Confirm that the apartment is rent stabilized.
- Check the renewal lease commencement date.
- Compare the renewal rent with the prior lawful rent and any preferential rent rules that apply.
- Keep the renewal offer and prior lease.
- If the landlord applies a guideline increase during the 0% period, ask HCR whether a rent-overcharge complaint or other remedy is appropriate.
The freeze is being challenged
A landlord lawsuit challenging the Rent Guidelines Board’s action is pending. As of October 2, 2026, the City states that the 0% guideline is in effect. A pending challenge does not by itself change the current published guideline.
